中新网福州4月28日电 (记者 闫旭 龙敏)福建省市场监督管理局副局长刘先义28日表示，福建省市场监督管理局在机械制造业、现代服务业、农林渔业等31个领域开展了38项两岸标准共通试点，构建相关标准体系18个，累计研制发布181项两岸共通标准，其中119项为新增标准，在多个行业领域取得了突破。
28日，福建省举行贯彻落实《中共中央国务院关于支持福建探索海峡两岸融合发展新路建设两岸融合发展示范区的意见》(下称“《意见》”)系列第三场新闻发布会。
据刘先义在发布会上介绍，针对两岸标准共通领域窄、数量少、实施难等问题，福建省市场监管局创新性开展两岸标准共通试点，通过试点“探新路”方式，有效破解了共通标准研制和应用等难题。
厦门大学承担的蓝碳交易试点，在台湾地区安装了326套装置，交易碳汇量1900多吨，标准在台湾18个公共区域应用，引领带动了台湾地区碳汇计量与监测方法的提升。
国家燃香类产品质量监督检验中心承担的燃香检测试点，建立了两岸标准专家库。《香艺表演》和《制香技艺》2项团体标准被作为两岸赛事评判依据，促进了两岸香文化交流与标准共通。
平潭综合实验区气象局承担的气象旅游服务试点，与台湾专家共同成立工作组，收集平潭和马祖“蓝眼泪”信息，共同制定了“蓝眼泪”观赏标准，为两岸同胞提供高质量的文化旅游服务。
漳州龙海九湖食用菌研究所选择在大陆和台湾地区都大面积栽培的食用菌作为共通标准制定对象，并同台湾菇类发展协会等单位签订《两岸食用菌菇栽培技术标准互认共通协议》，实现大陆先进标准和产品的对台输出，拓展了销售渠道，使三种菇类产量增加了12%到13%，保质期延长了15天，销售价格增长了10%。
与此同时，福建省市场监管局今年启动了台湾地区标准化专家征集工作，首批开放已在福建落户的电子商务、五金制品、食用菌等67个国家标准化专业技术委员会和茶产业、会展业、太阳能光伏等30个省级专业标委会。目前，5位台湾专家已加入省级专业标委会。
刘先义表示，福建省市场监管局还着手组建两岸标准共通专家智库和两岸标准共通标准化技术委员会，广泛吸纳大陆及台湾地区高等院校、研究机构以及行业学会、协会、公会的专业技术人才和管理人才，共同开展两岸共通标准的技术审查、实施评估、解读宣传等工作。
记者了解到，下一步福建省市场监管局将协助国家市场监管总局，在台商较集中省份开展标准化需求摸底调研，主要针对台企台胞参与国际标准、国家标准等各类标准制修订，加入各领域标准化专业技术委员会，参与两岸标准共通工作，承担各类标准化试点工作等四大类需求。在梳理形成需求报告基础上，国家市场监管总局将授权福建省，按照相应工作流程，积极稳妥地吸纳台湾专家共同参与标准化活动。(完)
